Total ban sa operasyon ng POGO sa bansa, posibleng mauwi sa mas maraming iligal na operasyon nito – Rep. Salceda

Nagbabala si Albay Representative Joey Salceda sa posibleng epekto ng total ban ng POGO sa bansa.

Aniya, imbes na makabuti ay posibleng lalo lang lumala ang iligal na operasyon ng offshore gaming.

Aalisin kasi aniya ng total ban ang insentibo sa mga compliant POGO company para isumbong ang mga illegal.

Inihalimbawa nito ang sektor ng tabako kung saan karamihan sa tip laban sa mga illegal tobacco traders at smugglers at nanggagaling sa mga lehitimong kumpanya.

“The government should not introduce a POGO ban. Period. It will kill any inducement to good behavior in that sector. It will also completely wipe out the incentive for legally compliant licensees to tip off illegal operations of non-compliant competitors. In the tobacco sector, a lot of the tips on smuggling and illicit trade come from the tax-compliant companies. The same is true for POGOs. It’s a bad idea to even contemplate a total ban.” paliwanag ni Salceda

Punto pa niya, kahit tuluyang ipagbawal ang POGO ay hindi naman nito matutugunan ang pangunahing problema sa kung paano nakakapasok ang iligal na operasyon dito sa bansa gaya ng mahinang pagsala sa immigration at kawalan ng kakayanan sa intelligence at infiltration.

Diin pa ni Salceda, na hayaang magpatuloy ang panuntunan ng PAGCOR ukol sa pagbubuwis sa mga legal na POGO gayundin ang POGO tax law.

Mungkahi pa niya na anumang kita mula sa POGO ay gamiting pampondo sa pagpapalakas ng law enforcement sa naturang sektor.

“The problem was never mainly the PAGCOR regime or the tax enforcement. Keep the PAGCOR rules. Keep the POGO Tax Law, which at least sets what the government can do to apprehend offenders.
