Inihain nina House Speaker Martin Romualdez at Tingog party-list Reps. Yedda Romualdez at Jude Acidre ang isang panukalang batas na layong bigyang proteksyon ang mga refugee at stateless person.
Sa ilalim ng Comprehensive Refugees and Stateless Persons Protection Bill o House Bill 10799, isasabatas ang Refugee and Stateless Status Determination Procedure salig sa 1951 Refugee Convention, 1967 Protocol, at 1954 Statelessness Convention.
Gagawin ding isang opisina ang kasalukuyang Refugees and Stateless Persons Protection Unit ng DOJ na may sapat na tauhan at eksperto sa refugee protection at usapin ng statelessness.
Ayon kay Rep. Acidre ang panukala na ito ay pagsasabuhay ng dedikasyon ng Pilipinas sa pagsulong ng ‘human dignity’.
Tinukoy pa ni Acidre ang mahabang kasaysayan ng Pilipinas sa pagiging bukas sa mga refugee gaya noong 1923.
“Historically, the Philippines has always welcomed refugees, such as in 1923 when it welcomed 800 White Russians who fled the Soviet Revolution of 1917. Just recently, the Philippines and the United States inked a partnership allowing Afghans to transit in Manila while waiting for their Special Immigrant Visas to the States.”
Sa Southeast Asia, ang Pilipinas ang pinakaunang nagratipika ng 1954 Statelessness Convention at 1961 Convention on the Reduction of Statelessness.
