House appro panel, nilinaw ang pagbabalik ng excess funds ng GOCC sa National Treasury; Unprogrammed appropriations, iginiit na di ‘pork barrel’

Nilinaw ni Marikina Representative Stella Quimbo, Senior Vice-Chair ng House Appropriations Committee, na may basehan ang paggamit sa excess fund ng Government-Owned and Controlled Corporations (GOCCs) pampondo ng Unprogrammed Appropriations.

Ito ay matapos ma-kwestyon ni Gabriela Party-list Representative Arlene Brosas ang special provision para sa paggamit ng sobrang pondo ng mga GOCC.

Ani Quimbo, nakasaad sa General Appropriations Act ang tatlong pamamaraan para pondohan ang Unprogrammed Appropriations at kasama dito ang excess funds ng GOCC.

Inihalimbawa pa niya ang P194.78 billion na nakuha ngayong 2024 ay siya aniyang pinaghugutan ng pondo para mabayaran ang utang na health emergency allowance, para sa mga healthcare worker na nagsilbi noong panahon ng pandemiya.

Sa ngayon aniya, mayroon nang P110 billion na hindi nagamit na pondo mula sa GOCC ang naibalik sa National Treasury.

Partikular aniya dito ang Philippine Health Insurance Corporation (PhilHealth) at Philippine Deposit Insurance Corporation.

May 13, nang una aniyang nagbalik ang PhilHealth nang halagang P20 billion at ang second tranche ay P10 billion noong August 22.

Ang PDIC naman aniya unang nagbalik noong June 5 na may P30 billion, na sinundan ng P30 billion at panghuli ay P20 billion.

Nanindigan din si Quimbo na hindi maituturing na ‘pork’ ang UA salig na rin sa desisyon ng Korte Suprema.

“Maliwanag naman po na nag ruling na ang Supreme Court sa Belgica vs. DBM noong 2014. Na hindi po pork ang Unprogrammed Appropriations. Ito po, malinaw po na constitutional.
