Iminungkahi ni Surigao del Sur Rep. Johnny Pimentel na isama sa magiging rekomendasyon ng Quad Committee ang pagsasampa ng murder laban kina dating PCSO General Manager Royina Garma at NAPOLCOM Comm. Edilberto Leonardo.
Sa pagdinig ng Quad Comm, ipinunto ni Pimentel na malinaw na sangkot ang dalawa sa serye ng mga pagpaslang, kabilang ang pagkamatay ng tatlong Chinese drug lords sa Davao Penal Colony at halos 200 pagkasawi sa Cebu nang siya ay maupo bilang police chief sa kasagsagan ng war on drugs.
Naisiwalat di nsa pag-dinig na si Garma at Leonardo ang nasa likod ng pagkasawi naman ni dating PCSO board secretary Wesley Barayuga.
Sabi ni Pimentel na batay na rin sa ulat ng ni dating NBI Officer-in-Charge, Eric Distor, nakahanda nang tumestigo si Barayuga laban sa katiwalian sa PCSO lalo na sa small-town lottery.
“Mr. Chair, I just would like to point out that at the time that Gen. Barayuga was killed, there was an ongoing investigation by NBI regarding the corruption in PCSO. Most specifically in the operations of STL, Small Town Lottery. In fact, bago po siya napatay, itong si Gen. Barayuga, according to NBI officer in charge, Eric Distor, Gen. Barayuga was prepared with all the documents and in fact he was prepared to testify against the corruption and illegal practices in PCSO. Yun po ang motive bakit po pinatay si Gen. Barayuga,” sabi ni Pimentel.
Batay na rin sa salaysay ng isang retiradong pulis na si Nelson Mariano at aktibong pulis na si Santie Mendoza, sila ang kinausap para trabahuhin si Barayuga.
Katunayan, binigyan pa ni Garma si Barayuga ng sasakyan—upang mas madaling matunton ng nakihang hitman.
Bago kasi ito ay nagco-commute lang si Barayuga at hirap silang i-surveillance.
“I would like to recommend to this committee in the committee report that we should file the necessary cases against those perpetrators when they cannot let justice not be served to the victims. Mr. Chair, Col. Royina Garma has been involved in the different killings all over the country. In fact, si Col. Garma nung unang pagdinig pa lang natin, involved na po siya doon sa pagpatay ng tatlong Chinese drug lords which was corroborated by the different resource persons. Nung si Col. Garma din ay na-assign doon sa Cebu City, there were 198 killings as recorded and as reported by Mayor Tommy osmeña. And ngayon po, klarong-klaro po na ang mastermind ng pagpatay kay Gen. Barayuga, walang iba po kung hindi si Col. Garma in cooperation in cahoots with Col. Leonardo based on the testimony of our two resource persons,” diin ni Pimentel.
Sabi pa ni Pimentel na nagbabalat-kayo bilang maamong tupa si Garma, ngunit walang konsensya.
“Garma is a woman disguised as a meek lamb. But deep inside her, she is a ruthless killer, killing without mercy innocent people, killing without remorse innocent victims, especially in the war on drugs. Mr. Chair, I appeal that we should include in the committee report to file merger charges against Col. Garma and Col. Leonardo,” sabi pa ng Mindanao solon.| ulat ni Kathleen Forbes
