Naungkat na iregularidad sa bidding ng DepEd sa P1.6-B na halaga ng laptop, pinaiimbestigahan

Hiniling ngayon ng isa sa miyembro ng Young Guns na si AKO Bicol Party-list Representative Jil Bongalo na masilip ang naungkat na iregularidad sa bidding process ng Department of Education (DepEd) para sa pagbili ng laptop at iba pang electronic device sa ilalim ng Computerization Program.

Ani Bongalon, posibleng “rigged” ang ginawang bidding para sa pagbili ng laptops na nagkakahalaga ng P8 billion na dalawang beses ginawa.

“Sa madaling sabi po, Madam Chair, rigged po ‘yung bidding. And I would like to manifest, Madam Chair, this warrants an in-depth investigation probably in a proper committee after this budget hearing,” ani Bongalon.

Sa naturang budget hearing nausisa ni Bongalon kung bakit sa kabila na pabor na sa gobyerno ang naunang bidding, ay nagsagawa ng panibagong bidding na mayroon nang 1 percent na variance na ang ibig sabihin ay tumaas na ang presyo ng laptop.

“I would just like to say na may conspiracy na naganap. Imagine, nag-bidding na, and it’s all favorable to the government tapos nag-rebidding naging 1% yung variance. Hindi po ba yun malaking kuwestiyon sa DepEd family? Sa madaling sabi dito, Madam Chair, tumaas ang presyo ng laptop, and it is because of the conspiracy of the people behind this bidding of laptops,” sabi ng mambabatas.

Paliwanag ni DepEd Undersecretary Gerard Chan sa unang bidding, dalawa ang na-award na kontrata para sa 16 lots at ang 14 na na-disqualify ay pinayagang mag re-bid sa ikalawang pagkakataon.

Ani Bongalon, sa unang bidding ay mayroong 24% na variance ngunit nang sumalang sa pangalawa ay nasa 1% na lang ito na nagresulta ng pagkawala ng P1.6 billion sa gobyerno.

“Kasi nagkaroon na po ng bidding. Ang hindi ko po maintindihan, bakit hindi natin tinuloy? Sayang po ng P1.6 billion na mase-save po ng ating gobyerno. Sabihin na lamang natin na ang laptop is worth P100,000 ilang laptops na po ang mabibili nun? So I want answers, Madam Chair.” giit ni Bongalon

Aminado naman si Chan, na hindi niya masagot ng lubusan ang mga tanong ni Bongalon dahil hindi siya ang nakaupo sa pwesto nang mangyari ito.

Pawang hindi na rin aniya mga konektado sa DepEd ang mga opisyal na namahala sa naturang bidding process. | ulat ni Kathleen Forbes
