Inihain sa Kamara ng ilang mambabatas mula Mindanao ang House Resolution 2025 na nananawagan sa Kamara at Senado na maglaan ng pondo sa ilalim ng 2025 General Appropriations Bill (GAB) para sa Lalawigan ng Sulu.
Bunsod ito ng ibinabang desisyon ng Korte Suprema nito lang September 9, kung saan aalisin na ang Sulu sa sakop ng Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
Oras kasi na maipatupad na ito ay maaaring magkaroon ng problema sa operasyon ang mga opisina at pasilidad sa Sulu
“WHEREAS, the Supreme Court decision, as soon as it becomes final and executory, will effectively detach the Province of Sulu from the jurisdiction of the Bangsamoro Autonomous Region thereby creating a dilemma, or tremendous effects on the offices it created, and corresponding facilities, and personnel employed therein in the Province of Sulu; WHEREAS, there is a need to augment the allotment for the Province of Sulu in order to substitute the allocation which is supposed to come from BARMM,” saad sa HR 2025.
Dahil dito, binigyang diin ng mga mambabatas na kailangan na mapaglaanan ng pondo ang Sulu para punan ang mawawalang budget na orihinal na nakapaloob sa bloc grant na ibinibigay sa BARMM.
“Be it Resolved by the House of Representatives, To Urge the Senate and House of Representatives for the inclusion of additional funds to augment the budgetary allocation for the Province of Sulu in the proposed 2025 General Appropriation Act.” sabi ng mga mambabatas sa resolusyon
Kasabay nito, inihain din ng mga mambabatas ang House Resolution 2026 para naman himukin ang Pangulong Ferdinand R. Marcos Jr., na magpaabot ng tulong upang maipagpatuloy ang operasyon ng mga opisina, pasilidad at personnel sa Sulu, pati ang mga proyektong ipapatupad ng BARMM sa naturang lalawigan sa kabila ng desisyon ng Korte Suprema.
Hinihiling din ng Mindanao solons na i-devolve ang pamamahala sa naturang mga sangay sa Sulu hanggang matapos ang calendar year 2024 gayundin ay mai-release sa kanila ang budgetary allocation, na inilaan na sa probinsya sa ilalim ng Republic Act 11975 o 2024 General Appropriations Act.
“Be it Resolved by the House of Representatives, To Urge His Excellency, President Ferdinand Romualdez Marcos, Jr., to extend assistance relative to the continuation of the operation of offices created, and corresponding facilities, and personnel therein, and programs and projects implemented by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Province of Sulu and devolve the same to the province until the end of Calendar year 2024, and release the corresponding budgetary allocations earmarked for the Province under Republic Act No. 11975 or the General Appropriations Act of 2024 directly to the Province,” nakasaad sa HR 2026.
