Paluhang inilahad ni dating PCSO General Manager Royina Garma sa Quad Committee ang kaniyang mga nalalaman ukol sa ipinatupad na war on drugs ng nakaraang administrasyon, partikular dito ang tinatawag na ‘Davao Model’.
Isang linggo umano niyang pinagnilayan ang sinumpaang salaysay na naglalaman ng kaniyang mga nalalaman sa kung paano nabuo ang war on drugs ng nakaraang administrasyon.
Aniya, May 2016 nang tawagan siya ng noo’y Mayor Rodrigo Duterte para hingin ang tulong sa paghanap ng isang Philippine National Police (PNP) official na miyembro ng isang partikular na religious group na siyang magpapatupad ng ‘Davao Model’ para sa pambansang war on drugs.
May tatlo aniya itong payment o reward system.
Mababayaran ang pulis kapag may napatay na suspek, bayad sa ikakasang operasyon o COPLANS at refund ng operational expenses.
“After considerable reflection, I am now executing this affidavit to provide comprehensive information to the Quad Com regarding everything I personally know about the war on drugs during the former administration. In May 2016, I received a call from then President Rodrigo Duterte at approximately 5:00 AM, instructing me to meet him at his residence in Dona Luisa, Davao…During our meeting, he requested that I locate a Philippine National Police (PNP) officer or operative who is a member of the Iglesia Ni Cristo, indicating that he needed someone capable of implementing the War on Drugs on a national scale, replicating the Davao model.” saad sa salaysay ni Garma.
Ang inirekomenda naman niyang tao ay ang upperclassman na ngayon ay kasalukuyang NAPOLCOM Chief na si Col. Edilberto Leonardo.
“Initially, informed President Duterte that I was unaware of any individual with those qualifications, as had not been assigned outside of Davao nor had I served in a national capacity within the PNP 10. However, I recalled my upperclassman Edilberto Leonardo, who was handling the Criminal Investigation and Detection Group (CIDG) and was also a member of the Iglesia Ni Cristo. I mentioned his name to the President,” salaysay pa ni Garma.
Pinangalanan din niya ang isang Peter Parungo na dito idinadaan ang funding ng operasyon habang isang Lester Berganio naman na may hawak ng listahan ng drug personalities sa bansa.
Ani Garma, inilahad ang mga ito dahil nais niyang makatulong para maisaayos ang bansa ay maibalik ang tiwala ng taumbayan sa PNP.
“It took me one week to make some reflections po. I realized thar the truth will always set us free. At least I will be able to contribute if we really want to make this country a better place to live and for our children. I think I have to do something para maibalik ko iyong trust sa PNP, makaroon po ng reform sa PNP and yung tiwala po ng mga tao.” sabi ni Garma.
