FOI bill, prinisinta na sa plenaryo ng Senado

Inisponsor na ni Senate Committee on Public Information and Mass Media Chairperson Senador Robin Padilla ang consolidated version ng People’s Freedom of Information (FOI) bill.

Sa kanyang sponsorship para sa Senate bill 2880, binigyang diin ni Padilla na sa isang demokratikong bansa ang taumbayan ang boss.

Iginiit ng senador na sa ilalim ng panukala, bawat Pilipino na humihingi ng impormasyon ay may karapatang mabigyan ng access sa mga tanggapan ng pamahalaan.

Magiging applicable aniya ang FOI sa lahat ng executive, legislative at judicial offices; constitutional offices; lokal na pamahalaan; state universities and colleges (SUCs); Government-Owned or Controlled Corporations (GOCCs); at iba pang instrumentalities ng pamahalaan.

Kabilang naman sa mga exempted sa FOI ay ang impormasyong may kinalaman sa ating pambansang seguridad, diplomatic safety, mga impormasyong nakatala sa executive session ng dalawang kapulungan ng Kongreso, trade secrets, at ang mga sumasailalim sa bisa ng presidential privilege.

Hindi rin makakasama sa ilalathala ang mga personal na impormasyon sa Statement of Assets, Liabilities and Net Worth (SALN) gaya ng address, mga detalye ng dependents, pirma ng kawani ng pamahalaan, at mga kopya ng kanilang IDs.
