Ipinasasama ni 1-Rider Party-list Representative Rodge Gutierrez sa mga magiging rekomendasyon ng House Blue Ribbon Committee ang mas malinaw na depenisyon ng disbursement.
Ito ay matapos lumabas sa ika-pitong pagdinig ng komite ukol sa isyu ng paggamit ng confidential funds, na ang security officers ng Office of the Vice President at Department of Education (DepEd) ang siya pa lang may alam kung saan ginagamit at napupunta ang naturang pondo.
“I’d like siguro, it would be included in the committee report, strengthening the definition of disbursement. Kasi personally I don’t believe the fact of handing the money from the vault to another person, all of the money from vault to person lang naman, I don’t think that’s considered disbursement. … I think we have to consider the ending point, actual end-users or beneficiaries ng payment,” saad ni Gutierrez.
Sa paliwanag kasi nina dating DepEd Special Disbursement Officer Edward Fajarda at OVP SDO Gina Acosta, matapos nilang ma-encash ang confidential funds mula sa mga bangko, ang security officers na ang humahawak nito.
Partikular na tinukoy si Col. Dennis Nolasco para sa DepEd at si Col. Raymund Lachica naman para sa OVP.
Dahil dito sinabi ni Gutierrez na dapat ayusin ang kahulugan ng disbursement at isama ito sa mga maaaring panukalamg batas na bubuoin o amyendang irerekomenda ng komite.
“Yung sinasabi ni Mr. Fajarda na it is disbursement in the sense na siya ang nag-disburse sa isang security officer, I don’t think this is what we are guarding or strengthening by law. So Im not sure Mr. Chair if this would be in a law guiding, guidance for COA or any law thay we might pass to strengthen confidential and intelligence fund,” sabi pa ng kongresista. | ulat ni Kathleen Jean Forbes
