Inaprubahan ng House Committee on Population and Family Relations, subject to style, ang panukalang batas na layong ipawalang bisa ang mga pinekeng birth certificate ng mga dayuhan sa pamamagitan ng administrative proceedings.
Ang House Bill 11117 ang resulta ng imbestigasyon ng Quad Committee, kung saan lumabas na maraming Chinese nationals ang nakabili ng mga lupa at ari-arian dahil sa pinalabas nilang sila ay mga Pilipino.
Ayon kay Quad Comm co-Chair Benny Abante, inihain nila ang panukala para matigil na ang kalakaran ng pamemeke ng birth certificate.
Umaasa rin si Abante na mapagtibay ang panukala bago pa matapos ang 19th Congress.
“Kasi sa Quadcom nakita namin ang nabakaraming mga Chinese na nakakuha ng passport and the only way for them to have an official passport would be that they would have officially legal certificate, birth certificate, e di naman sila pinanganak nito, taga-China naman sila. So, we decided to really craft this bill para madigil na yung mga spurious fraudulent na mga bagay na ito for them to get a birth certificate.” sabi ni Abante
Una nang inaprubahan ang naturang panukala, na kinonsolidate kasama ang Philippine Civil Registry Bill.
Ngunit ayon kay vice-chair Olga Kho, may atas ang liderato ng Kamara na gawin itong prayoridad, kaya ito ay magiging stand alone bill na.
“This House Bill 11117 was recently approved during the previous meeting of the committee last November 27, 2024. It was consolidated with unnumbered bill in substitution of House Bill No. 4480, House Bill No. 8823, and House Bill No. 9572, or the proposed Philippine Civil Registry Act awaiting comments from the committee on appropriations since April 17, 2024. However, as per instruction from higher ups, the bill should be prioritized for plenary deliberation and approval, and it’s possible enactment into law. Thus we are reconsidering the consideration of House Bill No. 11117 onto a numbered bill on PCRA and its approval for its final re-approval as a single standing measure on the proposed measure on cancellation of spurious certificate of birth.” sabi ni Kho | ulat ni Kathleen Forbes
