House Minority leader, nanawagan sa pamahalaan na magtatag ng panibagong prisoner transfer program para sa mga Pilipinong nakakulong sa ibayong dagat

Hinimok ni House Minority Leader at 4Ps Party-list Representative Marcelino Libanan ang pamahalaan na bumuo ng panibagong International Prisoner Transfer Program.

Sa paraang ito, ang mga Pilipino na nahatulan sa ibang bansa, ay maaaring dito na sa Pilipinas ipagpatuloy ang pagsisilbi sa kanilang sentensya.

Partikular na umapela si Libanan sa Department of Foreign Affairs (DFA), Department of Justice (DOJ), at Department of Migrant Workers (DMW) na aralin ang modelo ng U.S., para sa programa.

“In the United States, their international prisoner transfer program is administered by their Department of Justice’s International Prisoner Transfer Unit, while their Department of State, which is equivalent to our DFA, is the chief negotiator of all prisoner transfer treaties,” paliwanag ni Libanan na isa ring abogado.

Naniniwala kasi ang lider ng minorya sa Kamara na mas conducive ang magiging rehabilitasyon ng mga Pinoy offenders abroad kung makakauwi ng bansa at mas mapapalapit sa kanilang mga pamilya.

“We need a program that will facilitate the transfer of Filipinos convicted of crimes and incarcerated in other countries, so that they can serve the remainder of their sentences here at home, closer to their families. There’s no question that bringing Filipino offenders closer to their loved ones will be more conducive to their rehabilitation,” ani Libanan.

Matatandaan na sa ganitong programa, napauwi ng Pilipinas si Mary Jane Veloso na halos 15 taong nakakulong sa Indonesia dahil sa drug trafficking.

Kasalukuyan siyang nakapiit ngayon sa Correctional Institute for Women sa Mandaluyong City.
