Isinusulong ni Philippine National Railways (PNR) Chairperson Michael Ted Macapagal ang pagsasama ng cargo train operations sa North-South Commuter Railway (NSCR) project.

Ayon kay Macapagal, ang hakbang na ito ay magpapalakas sa logistics system ng bansa, magpapababa ng gastos sa transportasyon, at makakatulong sa mga magsasaka at mangingisda sa pamamagitan ng mas mababang presyo ng pagkain.

Ang panukala ay magiging katuwang ng US$3.2 bilyong Subic-Clark-Manila-Batangas Railway Corridor (SCMB), na magkokonekta sa Port of Subic, Clark International Airport, Port of Manila, at Port of Batangas—mga pangunahing economic hubs sa Luzon.

Inaasahan ding lilikha ito ng maraming trabaho sa sektor ng konstruksyon, logistics, at railway operations, habang isinusulong ang paggamit ng malinis na enerhiya at makabagong teknolohiya.
