Binigyang-diin ni dating Senador Ping Lacson ang malaking papel ng pakikipag-ugnayan ng pamahalaan at ng pribadong sektor—kabilang ang non-government at civil society organizations (NGO/CSO)—sa pagtulong sa mga Pilipino na bumangon mula sa mga kalamidad tulad ng Super Typhoon Yolanda (Haiyan) noong 2013.

Sa pulong-balitaan ng Alyansa, ibinahagi ni Lacson, isa sa pambato ng Alyansa, ang kaniyang natutunan sa paglatag ng rehabilitation program para sa Leyte bilang noo’y Presidential Assistant for Rehabilitation and Recovery (PARR).

Aniya, isa sa mga aral dito—mapa-national government man o mapa-local government—ay ang malaking tulong ng pribadong sektor.

Giit niya na kung hindi noon pumasok ang pribadong sektor, maaaring mas natagalan pa ang pagbangon ng mga pinadapang probinsya.

Isang inihalimbawa niya ang Eastern Visayas Regional Medical Center, na naisaayos muli dahil sa corporate social responsibility ng mga malalaking kompanya, at wala aniya itong naging partisipasyon mula sa gobyerno.

“No’ng pinayagan na mag-participate ang private sector, mga multilaterals like JICA, USA, KOICA—lahat—ang ganda ng naging resulta. So isang lesson na mapa-national government man o mapa-local government, indispensable talaga ang participation ng private sector. Kung hindi siguro sa participation ng private sector, baka lalong natagalan ‘yong mga proyektong nakabinbin,” pagbabahagi ni Lacson.

Katunayan, sa pagbisita niya sa lungsod, maraming lokal na opisyal ang lumapit at nagpasalamat—patunay aniya na maganda ang naging resulta ng kanilang trabaho.
