Pagkakaroon ng safety features sa mga sasakyan, itinutulak sa Kamara para bawas disgrasya sa daan

Ipinapanukala ni Representative Paul Daza ang pagkakaroon ng Electronic Stability Control (ESC) para sa mga pampasaherong sasakyan at Anti-Lock Braking System (ABS) para sa mga motor.

Sa kaniyang House Bill 11293, ipinunto ng mambabatas ang datos kung saan tumataas ang bilang ng transportation-related deaths.

Batay pa sa datos ng Philippine Statistics Authority (PSA), pang 12 na ito sa mga sanhi ng pagkamatay ng mga Pilipino noong 2022.

Habang mula 26,599 na motorcycle crash noong 2022 lumobo ito sa 31,186 nitong 2023 ayon sa Metropolitan Manila Development Authority (MMDA).

Ayon sa mambabatas, ang unang dapat baguhin ay ang behavior o ugali sa pagmamaneho.

Ngunit mahalaga rin na makapaglagay ng safety features para matiyak ang vehicle stability.

“Based also on the results, participants who underestimated the speed of oncoming vehicles when overtaking have higher chances of suffering serious injury. Dapat talagang i-correct yung behavior. That’s the first step. However, there is no guaranteed mechanism to stop these negative behaviors. The next best thing is to maintain vehicle stability on changing road surface conditions, and we can do that by leveraging technology such as the ABS and ESC. Of course, the education component is also critical,” ani Daza.

Aminado ang mambabatas na may dagdag gastos ang paglalagay ng ABS at ESC sa mga sasakyan.

Kaya naman ang manufacturers at dealers na tatalima ay makakakuha ng tax incentives habang ang bibili naman ng sasakyan ay maaaring bigyan ng 40% discount sa LTO registration.

Sa kasalukuyan aniya, mandatory na ang ESC sa mga bansang Australia, Canada, European Union, Israel, Japan, New Zealand, Russia, South Korea, Turkey, at USA. | ulat ni Kathleen Forbes
