Binubuo ang Urban Search and Rescue Team ng mga kinatawn mula sa Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Metropolitan Manila Development Authority (MMDA), Department of Environment and Natural Resources (DENR) sa pakikipagtulungan sa pribadong sektor.
