Aprubado na ni Pangulong Ferdinand R. Marcos Jr. ang proposed P5.768 trillion na 2024 National Expenditure Program, na layong ipagpatuloy ang Agenda for Prosperity ng administrasyon.
Ayon kay Budget Secretary Amenah Pangandaman, patuloy na bibigyang prayoridad sa panukalang budget ang mga gastusin na makatutulong sa paglago ng ekonomiya na nakaangkla sa Philippine Development Plan (PDP) 2023-2028, maging sa 8-point socioeconomic agenda.
“It shall continue to reflect our commitment to pursue economic and social transformation to address the scarring effects of the pandemic, as well as the impact of inflation, by prioritizing shovel-ready investments in infrastructure projects, investments in human capital development, and sustainable agriculture and food security, among others,” — Secretary Pangandaman.
Ang halagang ito aniya ay 9.5 percent na mas mataas kumpara sa P5.268 trillion budget ngayong 2023, at katumbas ng 21.8 percent ng gross domestic product (GDP) ng bansa.
“It is crafted as an indispensable step towards the overarching goal to attain upper-middle-income status while bringing down the deficit to 3% of GDP and reducing the poverty rate to 9% or single digit by 2028,” — Secretary Pangandaman.
Ayon sa kalihim, nasa P5.9 trillion ang natanggap nila na halaga ng budget proposal.
Gayunpaman, makaraang ikonsidera ang ilang factor kabilang na ang budget utilization rates ng mga tanggapan ng pamahalaan noong mga nakaraang taon para sa mga programa, aktibidad, at proyekto, siniguro nila na ang mga mapaglalaanan lamang ng pondo sa 2024 ay iyong mga implementation-ready, at on-time na maipatutupad.
Kaugnay nito, umaapela ang kalihim sa mga kinauukulang tanggapan ng pamahalaan na tumulong sa pagsuporta at pagdepensa sa budget sa oras na sumalang na ito sa budget deliberation sa Kongreso.
