Pagkakaroon ng Migrant Worker Relations Commission, itinutulak

Isang mambabatas ang nagsusulong na magtatag ng Migrant Worker Relations Commission.

Sa ilalim ng House Bill 8805 ni Kabayan party-list Rep. Ron Salo, itatatag ang MWRC na isang quasi-judicial body na sasakop sa lahat ng claims at disputes ng mga OFW.

Sa paraang ito aniya ay mas matututukan at mapapadali ang pagdinig at pagresolba sa claims at dispute ng Filipino migrant workers.

Una na itong itinulak noong tinatalakay ang panukala para sa pagbuo ng Department of Migrant Workers ngunit matapos ang deliberasyon ay napagkasunduan na ihiwalay ang paghahain ng panukala para dito.

Tinukoy ng mambabatas na sa kasalukuyan, ang National Labor Relations Commission (NLRC) sa ilalim ng DOLE, ang naatasan para tanggapin at dinggin ang claims dispute. Ngunit dahil sa higit sa 30,000 na iba pang kaso ang hinahawakan ng NLRC, ay natatagalan ang pagresolba sa kaso ng mga OFW.

“With the establishment of the MWRC, our OFWs are provided with a timely and fair resolution of their grievances. This expeditious process will be particularly advantageous for OFWs who must return abroad for work, allowing them to pursue their livelihoods without unnecessary delays caused by unresolved disputes,” paliwanag ni Salo.

Ang MWRC ay magiging attached agency ng DMW at magkakaroon ng istruktura na kahalintulad ng sa NLRC kung saan may isang chairman, walong commissioner na hahatiin sa tatlong division at pamumunuan ng tig-tatlong commissioners.

Magkakaroon din aniya ng Migrant Worker Arbiters and Conciliators-Mediators.
