Nag-isyu ng isang memorandum si Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian na tumutukoy sa budget parameters tuwing may mga inoorganisang aktibidad gaya ng workshop, seminar at training.
Ang naturang memo ay tugon ng DSWD matapos ang Commission on Audit (COA) exit conference sa audit observation nito sa umano’y ilang iregular at ‘extravagant’ na paggastos sa ilang regional offices nito.
Kasama rito ang naobserahang P1.362 milyon at P267,589 na gastos sa meals at snacks sa meetings ng mga staff at empleyado sa DSWD Field Offices CALABARZON at MIMAROPA at P1.429 milyon sa food at hotel accommodations sa ‘luxurious’ hotels at resorts ng DSWD Davao para sa training at seminar.
“Such practices not only undermine our commitment to fiscal responsibility but also hinder our ability to effectively utilize our resources for the interest of the DSWD beneficiaries,” Secretary Gatchalian.
Bilang tugon dito, mahigpit na pinasusunod ng kalihim ang mga regional office nito sa guidelines sa budget parameters para sa fiscal year 2023 na patungkol sa pagsasagawa ng mga workshop, seminar, training, conference, at iba pang official activities.
“Strict compliance with these guidelines is enjoined. These guidelines shall remain in effect until a new set of guidelines is issued,” Secretary Gatchalian.
Inatasan din ng DSWD chief ang lahat ng Offices, Bureau, Section, at FOs na sumunod sa COA Circular No. 2012-003, o ang “Updated Guidelines for the Prevention and Disallowance of Irregular, Unnecessary, Excessive, Extravagant and Unconscionable Expenditures.”
Para sa kahilhim, dapat na mapanindigan sa kagawaran ang fiscal discipline at transparency nang masigurong nagagastos ng tama ang pondo ng gobyerno habang pinagsisilbihan ang mga lubos na nangangailangan. | ulat ni Merry Ann Bastasa
