Para sa mambabatas, isa itong hakbang para matiyak na mabigyang access ang mga Pilipino sa health facilities.

Si Gato na isang ENT specialist ay ikinalugod ang pagkakasama ng Ear, Nose, and Throat (ENT) centers sa batas.
Sa ilalim ng Republic Act 11959, magtatayo ng specialty center sa mga Level 3, apex o end-referral hospital na pinangangasiwaan ng Department of Health (DOH) sa bawat rehiyon.
