Hiniling ni Defense Secretary Gibo Teodoro sa mga mambabatas na maglagay ng special provision sa House Bill 8980 o 2024 General Appropriations Bill para mabigyan ng overtime at hazard pay ang kanilang civilian disaster at arsenal personnel.
Punto ng kalihim ang mga first disaster needs assessment team ng Office of the Civil Defense ay walang hazard pay kumpara sa mga empleyado ng PHIVOLCS.
Kailangan din aniya ng hazard pay ng mga nagtatrabaho sa arsenal dahil sa mapanganib ang ginagalawan nilang kapaligiran.
“We have a little bit of lambing to you, some special provisions to allow us to pay our civilian employees overtime pay and, in situations where warranted, hazard pay. For example, for our first disaster needs assessment teams of the OCD, they don’t get hazard pay but PHIVOLCS and other employees do. Government arsenal personnel need hazard pay because they work in a very hazardous environment,” aniya.
Maliban dito, hiling din ni Teodoro ang isa pang special provision para mapahintulutan ang government arsenal na maibenta o barter ang scraps o kalakal para pandagdag pondo at mabawasan ang environmental hazard gayundin ay maalis ang mahaba at komplikadong proseso ng pagtatapon ng mga ito.
Umapela rin ang kalihim na ma-amyendahan ang ilang batas para makapagpatayo ng mga ospital sa arsenal ng pamahalaan.
