Hindi pa nailalabas na IRR sa 3 economic bills, hindi dapat isis sa Kamara ayon sa isang mambabatas

Hindi nagustuhan ni House Committee on Constitutional Amendments Chair Rufus Rodriguez ang naging pahayag kamakailan ni Senate President Juan Miguel ‘Migz’ Zubiri patungkol sa hindi pa rin nailalabas na implementing rules and regulation ng tatlong economic bills na ipinasa noon pang 18th Congress.

Sa isang panayam sa telebisyon, ipinagtataka ni Zubiri kung bakit hindi pa rin nakapaglalabas ng IRR para sa amyenda sa Public Service Act, Retail Trade Liberalization Law at Foreign Investment Act na sasapat na sana para buksan ang ekonomiya ng Pilipinas para sa foreign investors.

Tanong pa nito na kaya ba pinatatagal ang implEmentasyon ng tatlong batas ay para matuloy ang economic Charter Change.

“Are they delaying [the approval of IRR] for some underlying reason? Why don’t they let the IRR go and let it out so that more direct foreign investments can come to the country These three [laws] were [passed] to answer the problems in the restrictive economic provisions of the Constitution. What else do we want to loosen up in the Constitution for economic reasons? Is it the ownership of land? Because personally, I am against the [full foreign] ownership of land.” ani Zubiri.

Para kay Rodriguez hindi patas ang ganitong haka-haka ni Zubiri sa kaniyang mga dating kasamahan sa Mababang Kapulungan lalo na kay House Speaker Martin Romualdez.

Dagdag pa nito, hindi na aniya hawak ng Kamara ang pagbuo at paglalabas ng IRR.

“That’s foul, that’s pure speculation that has no basis at all. The House has no control over the executive agencies tasked to implement the three laws by issuing implementing rules and regulations. My beloved Senate president from Mindanao may be seeing ghosts where there are none. He should overcome his fear of the unknown. He should give us, his former colleagues in the House of Representatives, and executive officials some good faith.” tugon ni Rodriguez.

Paalala pa ng mambabatas, nananatili pa rin ang mahigpit na economic provisions ng Saligang Batas dahil hindi ito mababago ng amyenda lang sa tatlong economic laws.
