Ipinunto ni Senate Special Committee on Maritime and Admiralty Zones Chairman Senador Francis Tolentino na maaaring panimula sa reclamation ang nadiskubreng coral harvesting o paninira ng bahura ng mga Chinese militia vessels sa Rozul Reef at Escoda Shoal sa West Philippine Sea.

Tingin ni Tolentino, posibleng may ibang plano ang China sa naturang lugar at hindi lang basta pagkuha at pagdurog ng corals doon.

Base rin sa mga larawan ng lugar na binahagi ni Tolentino, magkaiba na ngayon ang kulay ng Escoda Reef bago ang swarming o pagdagsa doon ng mga Chinese militia vessel at pagkatapos.

Ibig sabihin aniya nito ay may ipinatong na materyales sa ilalim na kakaiba sa natural na elemento ng karagatan sa naturang lugar.

Binigyang diin rin ng senador na ang ginawa ng China ay paglabag sa United Nations Convention on the Law of the Sea (UNCLOS).

Kaya naman kung maghahain aniya ang ating bansa ng claim para sa damages na idinulot ng aksyon ng China ay dapat itong ihain sa isang tribunal na kinikilala ng United Nations.
