Registry system para sa mga ayaw makatanggap ng promotional text, calls, pasado na sa komite

Inaprubahan ng House Committee on Information and Communications Technology ang substitute bill para sa pagtatayo ng No Call, No Text Registration System.

Layunin ng panukala na maproteksyonan ang mga mobile phone subscriber mula sa unwanted calls at texts.

Isinusulong din nito ang responsable at patas na marketing upang hindi maka-abala sa phone users ang ginagawang pagpapadala ng text at pagtawag.

Sa ilalim ang panukala, itatayo ang registry system kung saan maaaring makapagpatala ang mga indibidwal na ayaw makatanggap ng marketing text at tawag.

Mayroon ding opt-in provision kung saan bibigyan ng opsyon ang indibidwal na makatanggap pa rin ng marketing message mula sa isang ispesipikong kompanya, kung ito ay kanyang pahihintulutan kahit nasa registry system.

“In section 4, one has to register in the No Call, No Text Registry, so that he or she will not receive any messages. If you give a consent to a company it’s only exclusive to that company. It does not delete your registry in the No Call, No Text Registry. So it’s just specific to that company,” paliwanag ni Tiangco.

Suportado naman ito ng mga public telecommunications entities (PTE).

Ayon kay Atty. Ariel Tubayan, Head ng Policy Division ng Globe Telecom, kung nabawasan na ng 90% ang spam messages sa pagsasabatas ng SIM Registration, ay posibleng tuluyan na itong mawala kung maisabatas ang panukala.

“We also reiterate our support to this bill. If we reduced the spam messages by 90 percent because of the SIM Registration, probably we could reduce it to 100%. This is a good companion bill to the SIM Registration,” ani Tubayan. | ulat ni Kathleen Jean Forbes
