Duda si Albay 1st District Rep. Edcel Lagman sa rason kung bakit mabilis ang paggulong ng panukalang Charter Change sa Kamara.

Sa kabila ito ng pahayag ng Pangulong Ferdinand R. Marcos Jr. na hindi prayoridad ng pamahalaan ang pag-amyenda sa Saligang Batas.

Ayon kay Lagman, naniniwala siya na hindi ito dahil sa independence ng supermajority coalition mula sa ehekutibo.

Para sa independent minority, posible na kaya patuloy pa rin ang pagtalakay sa Cha-cha ay dahil sa may pahintulot o basbas ito mula sa chief executive kahit pa tila dumidistansya ito sa usapin.

“There must be an overwhelming furtive reason why the Cha-Cha caravan is rolling fast in the House of Representatives despite President Marcos’ avowal that Charter Change is not in his priority agenda. It is not that members of the supermajority coalition have finally learned to be independent of the executive. Perhaps, it is because the President must have given his covert assent to Cha-Cha even as he appears to be distancing himself from it.” ani Lagman.

Nitong Lunes, inaprubahan ng House Committee on Constitutional Amendments ang Resolution of Both Houses na nagpapatawag sa pagdaraos ng isang Constitutional Convention para amyendahan ang Saligang Batas ng bansa.
