Regulasyon sa pagmamaneho ng scooters, e-motorcycle, iba pang electric motor vehicle, ipinapanukala

Pinare-regulate na Davao City 1st District Representative Paolo Duterte ang pagmamaneho ng scooters, e-motorcycles, at iba pang electric motor vehicles.

Aniya, pinayagan ang mga e-scooter noong panahon ng pandemya para madaling maka-biyahe ang publiko pero dahil balik na sa dati ang bilang ng mga sasakyan ay dapat na ring ma-regulate ang mga ito.

“The mounting complaints about the use of electric-powered vehicles on main thoroughfares, along with ensuring the safety of all motorists and commuters, necessitate the passage of a law that would regulate the use of these vehicles and penalize their riders who violate traffic rules and regulations,” sabi ni Duterte.

Sa kaniyang House Bill 8974, ang mga e-vehicle na may maximum na bilis na 25 kilometers per hour o mas mababa at e-bikes na kayang tumakbo ng maximum speed na 50 kilometers per hour ay hindi na kailangang kumuha ng driver’s license pero required ang pagsusuot ng helmet.

Kabilang dito ang mga personal mobility scooter na idinesensyo para sa maigsing biyahe, electric kick scooters, L1a vehicles o two-wheeled e-bikes, L1b vehicles o e-bikes na kayang tumakbo ng hanggang 50 kilometers per hour, at L2a vehicles o three-wheeled e-vehicles na may maximum speed na 25 kilometers per hour.

Habang ang mga L2b o three-wheeled e-vehicles na may maximum speed ng 50 kph; L3 (e-motorcycles); L4 (e-tricycle); L5 or 3-wheeled vehicles na may minimum rated power na 1000 watts, maximum speed ng 50 kph at maximum curb weight na 600 kilograms; L6 at L7 (e-Quads or four-wheeled microcars); M (e-Car, e-SUV, e-Utility Vehicle, e-Jeepney and e-Bus) at N (e-trucks) ay kailangan kumuha ng lisensya bago makapagmaneho.

Ang multa sa mga violation ng e-motor vehicles ay maglalaro sa ₱1,500 hanggang ₱10,000 kabilang na ang iba pang multa na itinatakda ng Department of Transportation (DOTr) na may kaugnayan sa paglabag sa lisensya, registration, operation, weight o kaya ay load limits pati franchise requirements. | ulat ni Kathleen Jean Forbes
