Inirekomenda ni Cavite Rep. Elpidio Barzaga Jr. na magsama ng ibang sektor sa bubuoing delegado para sa ‘hybrid’ constitutional convention.

Aniya, maaaring maghalal ng tatlong delegado ang bawat rehiyon o kabuuang 51 at dagdag na 40 delegado na itatalaga ng komite na bubuoin ng Pangulo, Bise Presidente, Senate President, at Speaker.

Para sa itatalagang delegado, dapat aniyang maisama ang mga kinatawan ng sektor ng indigenous people, senior citizens, persons with disability, solo parents, LGBTQIA+, women, youth at iba pa.

“The appointees shall be of good moral character with known probity and considered as experts in their respective fields particularly health, agriculture, transportation, information technology, disaster resilience, economics, foreign investments, environment, labor, infrastructure, law and such other experts in other fields as may be determined by the committee on appointments,” ayon kay Barzaga.

Tiniyak din ng mambabatas na walang paglabag sa Konstitusyon na mangyayari sa paggamit ng hybrid Con-Con dahil wala naman umanong nakalagay kung papaano pipiliin ang mga delegado.

“In 1971, under an earlier constitution, Republic Act No. 6132 provided that delegates to a constitutional convention would be elected by the national legislative district, in a special election. The 48 members of the Constitutional Commission which drafted the 1987 Constitution were not elected by the people and were appointed by the President at that time, Cory Aquino,” paliwanag ng mambabatas. | ulat ni Kathleen Jean Forbes
