Inilunsad ng Estados Unidos kahapon sa pamamagitan ng United States Agency for International Development (USAID) ang 1.6 bilyong pisong U.S.-Philippines Partnership for Skills, Innovation, and Lifelong Learning (UPSKILL) Program.
Layon ng programa na tulungan na maging mas “Globally competitive” ang mataas na edukasyon sa Pilipinas sa pamamagitan ng pagsulong ng innovation, workforce development, at entrepreneurship sa mga kolehiyo at unibersidad.
Matatandaang sabayang inanunsyo ng Pangulong Ferdinand Marcos Jr. at US President Joe Biden ang inisyatiba, sa pagbista ng Pangulo sa White House noong Mayo 2023.
Ang The UPSKILL Program ay ipatutupad ng RTI International sa pamamagitan ng consortium ng U.S. universities, kabilang ang Arizona State University, Massachusetts Institute of Technology, and North Carolina Agricultural & Technical State University.
Ka-partner nila sa Pilipinas ang Philippine Association of State Universities and Colleges, Edukasyon.ph at Philippine Business for Education; sa tulong ng Commission on Higher Education (CHED), Department of Trade and Industry, Department of Science and Technology (DOST) at Intellectual Property Office of the Philippines. | ulat ni Leo Sarne
