Iginiit ni Senadora Risa Hontiveros ang pangangailangan na maipasa na ang panukalang nagsusulong na taasan ang parusa para sa hospital detention.
Ito ay kasunod ng sumbong ng pamilya ng ilang mga nasawing pasyente sa isang ospital sa Valenzuela City na pinipigilan umano silang makalabas dahil sa kabiguang mabayaran ang kanilang medical bill.
Ayon kay Hontiveros, doble-dobleng pasakit itong tinawag niyang ‘palit ulo scam’ sa mga ospital.
Sinabi ng mambabatas na kung totoo man ito ay malinaw na gumagawa ng krimen ang mga naturang ospital.
Klaro aniya sa batas na bawal ang hospital detention at pwedeng makulong at pagmultahin ang sinumang lumalabag dito.
Nanawagan rin si Hontiveros sa Department of Health (DOH) na agad na aksyunan ang sumbong na ito at tiyaking hindi na ito mangyayari muli.
Una nang inihain ng senadora ang Senate Bill 140 na nagpapanukalang itaas ang parusa sa mga opisyal o empleyado ng health facilities na pipigil sa pag-release ng kanilang mga pasyente.
Sa ilalim ng panukala, layong itaas ang parusa para sa hospital detention sa mula 6 na buwan hanggang dalawang taon na pagkakakulong at multang P100,000 hanggang P300,000 .
Ito ay mula sa itinatakdang parusa ng kasalukuyang batas na kulong na mula isa hanggang anim na buwan lang at multang mula P20,000 hanggang P50,000 lamang.
Nakasaad rin sa panukala ang pagpapataw ng dagdag na penalty na 4 hanggang 6 na taon na pagkakakulong at multang P500,000 hanggang P1 milyon sa mga opisyal ng ospital na gagawing polisiya ang pag-hold sa mga pasyente. | ulat ni Nimfa Asuncion
