House Agri panel Chair, handang kausapin ang Senado para maalis ang agam-agam sa amyenda sa Rice Tariffication Law

Handang harapin ni House Committee on Agriculture and Food Chair Mark Enverga ang mga senador upang maipaliwanag ang nilalaman ng House version ng panukalang amyenda sa Rice Tariffication Law.

Ayon kay Enverga, naiintindihan niya ang agam-agam ng ilang senador gaya na lang ni Senator Cynthia Villar sa pagbabalik ng stabilization at regulatory function ng National Food Authority (NFA) na kasama sa panukalang amyenda.

“I intend to ano, soon enough I intend to of course discuss this with my counterpart in the Senate, si Senator Cynthia Villar and the other Senators…NFA as it was before, before they had the full monopoly in terms of rice imports, they had monopoly in terms of regulation that’s why I would like to ensure our counter parts in the senate that this is a different scenario. In fact, very limited ang kanilang magiging presence po rito in case of emergency situations and importation is merely a last resort dito. So, I hope makita po yung version po na ipapasa ng House para naman mas maging malinaw po sa kanilang lahat.” sabi ni Enverga

Paliwanag ng mambabatas, makakaasa ang mga senador na hindi na mauulit ang mga isyung kinasangkutan noon ng NFA gaya ng korapsyon.

Paliwanag ng mambabatas, limitado naman ang market intervention ng NFA at magiging last resort na lang ang pag-aangkat ng bigas.

Ang mahalaga kasi aniya ngayon ay maibalik ang ilan sa orihinal na mandato ng NFA gaya ng registration at inspeksyon ng rice warehouses lalo at sila ang may technical capability para dito.

Salig sa House Bill 10381, papasok lang ang NFA kapag may emergency situation batay na rin sa monitoring ng National Price Coordinating Council salig sa Price Act.

Maaari din umaksyon ang NFA kapag may kakulangan sa suplay ng bigas at kung may tuloy-tuloy na mataas na presyo. | ulat ni Kathleen Forbes
