Tinuran ngayon ni House Appropriations Committee Chair Zaldy Co, ang hakbang ng Department of Finance na gamitin ang bilyong pisong pondo na hindi nagagamit ng mga GOCC para tulungan ang iba pang ahensya para maipaabot ang kinakailangang serbisyo at proyekto.
Sabi ni Co sa paraang ito, matitiyak na mas mapapakinabangan ng mga Pilipino ang pondo ng pamahalaan.
“This initiative will re-channel billions of dormant funds to help millions of Filipinos enjoy better healthcare and social services, and bolster economic activity by investing more in social services and infrastructure projects at no extra cost to government,” sabi ni Co na naghahanda na para sa inaasahang pagsusumite ng 2025 National Expenditure Program.
Ayon sa Department of Finance, ang paglilipat ng idle funds ng GOCC ay para rin sa interes ng publiko dahil mapopondohan nito ang mga proyekto ng pamahalaan na makakatulong din sa pagpapalago ng ekonomiya ng bansa.
Halimbawa nito ang natukoy na P500 billion na reserve ng Philippine Health Insurance Corporation (PhilHealth), na maaaring mailipat nang hindi naman maaapektuhan ang operasyon ng state health insurer.
Ayon pa kay Co, hindi naman ito mula sa kontribusyon ng mga miyembro ngunit pondo na inilaan mismo ng national government.
Dagdag paliwanag pa ng mambabatas, na tanging sobrang pondo lang ang gagamitin.
“These are not derived from member contributions but are, in fact, unutilized funds provided by the national government. It is essential to understand that these funds are distinct and separate from any contributions made by Philhealth members and are meant to be used for the country’s development” ani Co
“Notwithstanding actions by Congress, huge amounts of stranded funds in PhilHealth exist and it would be a great injustice to Filipinos if these funds remain unused. I must point out, however, that only excess funds must be reallocated, nothing more,” saad pa niya.
