Isang resolusyon ang binabalangkas ng House Committee on Transportation sa pamumuno ni Antipolo City Representative Romeo Acop para ibasura ang implimentasyon ng Joint Memorandum Circular (JMC) na magpapataw ng parusa sa mga motorista na may insufficient o zero load balance sa radio frequency identification devices (RFID).

Pinuna ng komite ang pag-apruba sa JMC 2024-001 o Revised Guidelines sa mga sasakyang bumabaybay sa Toll Expressways nang walang public consultation.

Giit ni Acop, hindi makatwiran ang naturang kautusan gayong hindi pa pulido at naaayos ang tollway system.

“As chair of the Transportation Committee, I am against your circular. Nagiging arbitrary ang paglagay ninyo ng penalty dito kung hindi ninyo kinonduct yang study na yan. Di naman lahat ng tao kaya magbayad dyan sa gusto ninyo. Sino ba talaga ang boss ninyo: yung mga concessionaires o yung mga taong nagko-commute dyan? And your answer was the people commuting. But the way I look at it, hindi,” diin ni Acop.

Kinuwestyon din ni Abang Lingkod Party-list Representative Joseph Stephen kung bakit hindi isinama sa JMC ang parusa para naman sa concessionaires.

“Napakainit na issue ito tapos sasabihin mo ung penalty (for concessionaires) po nasa kabila. Joint Memorandum Circular ito, dapat pinasok ninyo dito. You said you are protecting the commuters pero yung public consultation hindi ninyo ginawa,” giit niya.

Sinabi pa niya, hindi dapat naglalagay ng deadline para sumunod ang mga motorista hangga’t hindi nila naaayos ang kanilang sistema.

“Hindi kasalanan ng commuters. May problema ang system ninyo. Do you commit that after October 1, okey na lahat? Huwag kayong maglagay ng date na hindi ninyo kaya, tanggalin muna ito. Dapat pag-aralan muna bago maglagay ng specific deadline,” ani Paduano.
