Aprubado na sa ikatlo at huling pagbasa ng Senado ang Senate Bill 2779 o ang panukalang batas na layong amyendahan ang Rice Tarrification Law (RA 11203).
Bumoto ang 23 na mga senador sa pagpapasa ng panukalang ito na layong mapalakas ang proteksyon ng local rice peroducers at matugunan ang apela ng mga stakeholder sa rice industry.
Kabilang sa mga isinusulong na amyenda sa RTL ay ang extension ng Rice Competitiveness Enhancement Fund (RCEF) hanggang taong 2031 at maglalaan ng P30 billion para dito na huhugutin sa taripa mula sa mga inaangkat na bigas.
Isinusulong rin ng panukala na mapalakas ang regulatory functions ng department of agriculture (DA) – Bureau of Plant Industry (BPI) gayundin ang palakasin ang kapangyarihan ng DA secretary na tugunan ang deklarasyon ng rice food shortage at kakaibang pagtaas ng presyo ng bigas.
Nakasaad dito na maaaring mag angkat ang DA kapag walang available na bigas locally at magtalaga ng isang importing authority maliban sa NFA.
Pwede ring ipagbawal ng Pangulo ng Pilipinas ang dagdag pang importasyon o limitahan ang volume ng aangkatin kung magkakaroon na ng sobra sobrang suplay ng imported at lokal na bigas sa merkado.
Itinatakda rin ng panukala ang pagbuo ng Program Management Office na siyang magmominitor ng RCEF at National Rice Program.| ulat ni Nimfa Asuncion
