Tuluyan nang naaprubahan ang technical working group (TWG) report para sa panukala na bubuo ng Department of Disaster Resilience (DDR).
Ayon kay Albay Representative Joey Salceda, tagapamuno ng TWG, ang naitalang nasawi sa bagyong Kristine ay nagpapakita ng kahalagahan ng kahandaan sa kalamidad na magiging posible lang kung mayroong isang matatag na institusyon.
“Good institutions save lives. Flawed institutions endanger lives. I think we are all aligned that the current NDRRMC framework, which leaves little room for preparation and permanent resilience, is lacking,” ani Salceda.
Ang DDR ang nagsisilbing principal government institution sa pagtiyak ng isang ligtas, adaptive, at disaster-resilient na mga komonidad.
Ito rin ang ahensya na mamamahala sa pagpapatupad ng national, local, at community-based disaster resilience programs at siyang ring mangunguna sa recovery at rehabilitation sa mga natural at man-made disasters.
Umaasa naman si Salceda na magtutulungan ang Presidential Legislative Liaison Office at Department of National Defense (DND) sa bersyon ng panukala na tanggap ng Defense secretary.
“I am also asking the Presidential Legislative Liaison Office to continue working with the DND on a bill they can agree to. I understand that the Secretary still has reservations on the whole bill. I am still optimistic we can arrive at common points of agreement,” sabi ni Salceda. | ulat ni Kathleen Jean Forbes
