Asahan na ang pag-unlad ng enegry sector ng Bangsamoro Region, kasunod ng nalagdaang joint circular para sa petroleum service contracts at coal operating contracts sa BARMM.
“Considering the challenges of the depleting Malampaya reservoir and volatile fossil fuels prices, it is crucial to take this decisive action, reignating petroleum exploration and fostering the development of indigenous energy resources.” —Pangulong Marcos.
Matapos saksihan ang ceremonial signing ng Intergovernmental Energy Board (IEB) Circular sa Malacañang sinabi ni Pangulong Ferdinand R. Marcos Jr. na dahil sa patuloy na paghahanap ng paraan upang ma-explore ang energy resources sa BARMM, humihikayat rin ng local at foreign investment ang pamahalaan, para sa rehiyon.
“The Bangsamoro Organic Law empowers both the national and the Bangsamoro government to jointly grant rights, privileges and consenssions for the exploration, development and utilization of uranium and fossil fuels within BARMM.” —Pangulong Marcos.
Ayon sa pangulo, dahil sa circular, masisuguro ang pagsunod sa regulasyon ng mga kumpaniyang nais magsagawa ng exploration at development activities, sa energy resources ng BARMM.
“Through the responsible and innovative utilization of abundant resource, we are determined to ignite profound and positive changes in the lives of our people especially our sisters and brothers in the BARMM.” —Pangulong Marcos.
Sinabi ng pangulo na ang guidelines na ito, sumasalalim lamang sa commitment ng pamahalaan na manatiling responsable sa kalikasan, habang patuloy na pinauunlad ang energy sector sa rehiyon.
“As we uphold these principles, we forge a path towards a future where resources utilization is in harmony with environmental preservation and economic advancement, social equity for all.” —Pangulong Marcos.
Pagbibigay diin ni Pangulong Marcos, ang pagsisiguro ng energy supply, at pagtitiyak ng pagiging energy self-sufficiency ng bansa, ay hindi isang opsyon, bagkus ay isang mandato ng national government, para sa mga Pilipino, at sa mga susunod pang henerasyon.
“Let us therefore wholeheartedly embark on this journey with determination and goodwill. We must recognize that through our unity and commitment we wield the ability and the power to shape our nation’s destiny. May this momentum signing mark the dawning of a new era where the BARMM becomes a shining becoming of sustainable development in Mindanao and the rest of the Philippines.” —Pangulong Marcos.
Sa ilalim ng IEB Circular magiging operational na ang probisyon ng Section 10, Article XIII sa ilalim ng Republic Act. No. 11054 o Organic Law for BARMM.
Para ito sa paggagawad ng karapatan, pribelehiyo, at concessions para sa pag-explore, pag-develop, at pag-utiliize ng uraniummm at fossil fuels, tulad ng petroleum, natural gas at coal na nasa hurisdiksyon ng Bangsamoro.
Layon rin nitong i-facilitate ang pagllago ng energy sector ng rehiyon, at makahikayat pa ng foreign investment.
