MUP pension bill, inaprubahan na ng Ad Hoc Committee sa Kamara

Nagkasundo na ang economic managers ng Kamara at military and uniformed personnel (MUP) sa porma ng panukalang MUP Pension Fund Reform.

Ayon kay Albay 2nd District Representative Joey Salceda, Ad Hoc Committee Chair, ang pinasa nilang bersyon ng panukala ay magagarantiya ang 3% na salary increase ng mga MUP sa susunod na 10 taon.

Magiging 57 na rin ang retirement age sa lahat ng MUP na kinabibilangan ng Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Bureau of Corrections (BuCor) at maging National Mapping and Resource Information Authority (NAMRIA).

Mananatili din ang indexation na katumbas ng 50% ng kanilang comparable rank at ang pagkakaroon ng lump sum para sa mga PNP personnel, na mas mababa sa 20 taong nagserbisyo; gayundin ang pagkakaroon ng magkahiwalay na trust fund para sa AFP at non-AFP MUP, pati na ang sub-fund para sa mga indigent o disadvantage MUP sa ilalim ng trust fund.

Pumayag na rin aniya ang mga MUP na magkaroon ng contribution.

Para sa active personnel, magsisimula ang kanilang kontribusyon sa 5% sa unang tatlong taon at tataas sa 7%, at 9% matapos ang tatlong taon…ang government share naman ay magiging 16%, 14% at 12%.

Pero ang new entrants, otomatikong 9% agad ang magiging kontribusyon.

Ani Salceda, dahil sa tulong ng ‘fiscal engineering’ mula sa dating P9.6 trillion na projected funding para sa MUP pension ay naibaba nila ito sa P2.29 trillion na lang.

Nilinaw naman ni Salceda, na kailangan maipasok sa 2024 budget ang dagdag na P70 billion na siyang bahagi ng 12% contribution share ng gobyerno; at ang P7 billion para 20 year-service lump sum ng PNP at BFP.
