Basilan solon, pinabibigyang prayoridad sa DBCC ang decommissioning process sa BARMM

Ipinunto ni Basilan Rep. Mujiv Hataman na dapat bigyang prayoridad ng Development Budget Coordination Committee (DBCC) ang pagpopondo sa decommissioning process sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Sa pagtalakay sa general principles ng House Bill 8980 o 2024 General Appropriations Bill, natanong ni Hataman ang sponsor ng panukala na si Appropriations Senior Vice-Chair Stella Quimbo kung ano ang plano ng pamahalaan para sa decommissioning dahil pagsapit ng 2025 ay dapat magkaroon na ng exit agreement.

Paalala ni Hataman na noong budget deliberation noong nakaraang taon, nangako aniya ang DBCC na magbibigay ng pondo para sa decommissioning na maaaring kunin sa unprogrammed funds, ngunit hanggang ngayon ay wala pang ibinibigay na pondo sa Office of the Presidential Adviser on Peace, Reconciliation and Unity para dito.

Tugon ni Quimbo, pinondohan ng P901.6 million ang normalization process sa BARMM sa 2024.

Sa halagang ito, 2,700 na dating MILF combatants lang ang ma-de-decommission at mayroong 4000 pang matitira.

Mayroon naman aniyang 488 million na pondo para sa decommissioning sa ilalim ng 2023 unprogrammed funds ngunit hindi pa mai-release dahil wala pa ang kolatilya na nakasaad sa special provisions ng 2023 GAA.

Partikular dito ang sobrang revenue, bagong buwis at loans.

Pero punto ni Hataman, nakapaglabas na ang pamahalaan ng nasa P200 billion na halaga mula sa unprogrammed funds ngunit bakit hindi ito magawa sa decommissioning.

Dahil dito, pinatitiyak ni Hataman sa DBCC na bibigyang prayoridad ang pagpopondo sa decommissioning sa susunod na budget.| ulat ni Kathleen Jean Forbes
