OTOP Law, malaking tulong para sa post-pandemic recovery ng MSMEs

Positibo si House Speaker Martin Romualdez na lalo pang sisipa ang pagbangon ng micro, small, and medium enterprises (MSME) mula sa epekto ng COVID-19 pandemic matapos tuluyang maisabatas ang One Town, One Product (OTOP) Philippines Act.

Aniya, sadyang idinisenyo ang Republic Act 11960 o OTOP sa layuning makalikha ng ekonomiya na kayang tumayo sa sarili at kontrolado ng mga Pilipino sa pamamagitan ng mga polisiya at programang magpapalakas sa aktibidad ng mga lokal na negosyo at magpapa-angat sa ekonomiya.

Punto ng kinatawan, 90% ng lokal na negosyo ay binubuo ng MSMEs.

“The OTOP Philippines Program is hereby institutionalized and shall be one of the government’s stimulus programs that will encourage the growth of MSMEs in the countryside through the development of indigenous raw materials, utilizing local skills and talents and featuring local traditions across the country; Provided, that simplified requirements and procedures shall be adopted for beneficiaries to easily access the components of the program,” sabi sa RA 11960.

Saklaw ng OTOP Philippines Program ang mga produkto at mga skills-based na serbisyo na kilala sa partikular na lugar.

Kasama dito ang pagproseso ng pagkain, mga agricultural-based product, home at fashion products, arts at crafts, at skills-based services.

Bibigyan ng package ng ayuda ang mga MSME upang makalikha ng mga bago at de kalidad na produkto na kayang makipagkumpitensya sa mga produktong gawa sa ibang bansa.

Pangungunahan ng Department of Trade and Industry (DTI) ang pagpapatupad ng OTOP Philippines Program.

Kasama dito ang pagtatayo ng OTOP Philippines Trustmark, na makikita sa mga produktong nakapasa sa pamantayang itatakda.

Ang OTOP Program Management Office naman ang magbabantay sa pagpapatupad ng programa. | ulat ni Kathleen Jean Forbes
