Kabuuang P2.3 trillion na lump sum special purpose fund ang nakapaloob sa ipinapanukalang 2024 National Expenditure program.

Batay sa report ng congressional think tank na Congressional Policy and Budget Research Department (CPBRD)—mayroong 2.3 billion pesos na special purpose fund (SPF) para sa 2024.

17.9 percent itong mas mataas kaysa sa P2.03 billion sa ilalim ng 2023 budget.

42 percent ng naturang halaga ay mapupunta sa local government units.

Kasama rin sa special funds ang P222.5 billion na tulong para sa government-owned or controlled corporations (GOCCs).

Pinakamalaki sa makatatanggap ng naturang budgetary support ang Philippine Health Insurance Corporation (PhilHealth) at National Irrigation Administration (DA-NIA).

Hiwalay na P135.7 billion ang inilaan para sa miscellaneous personnel benefit fund na sakop ang salary adjustments, performance-based bonuses, benepisyo at legal expenses.

Ang National Disaster Risk Reduction and Management Fund (NDRRMF) makakakuha naman ng P31.0 billion na SPF para sa calamity response at personnel training.

Mayroong ding P50 billion para sa Revised Armed Forces Modernization Program.

Nakapaloob din sa SPF ang P253.2 billion para sa pension and gratuity fund ng military and uniformed personnel.

Isa pang SPF na nagkakahalaga ng P13 billion ang para naman sa contingent fund.

Nakapaloob din ayon sa CPBRD ang hiling ng pamahalaan para sa P281.9 billion unprogrammed funds, na maaaring makuha mula sa sobrang koleksyon, bagong buwis at loans para sa foreign-assisted projects.| ulat ni Kathleen Jean Forbes
