Kamara, sisimulan ang pagdinig sa napaulat na “gentleman’s agreement” ng China at Pilipinas sa susunod na linggo

Kinumpirma ng ilan sa lider ng Kamara na kasado na ang pagsiyasat sa napaulat na gentleman’s agreement sa pagitan ng China at dating administrasyon patungkol sa West Philippine Sea (WPS).

Ayon kay House Assistant Majority Leader Paolo Ortega, sa susunod na linggo ay sisimulan na ang pagdinig kaugnay sa napaulat na kasunduan kasama ang iba pang mga bagong susulpot na isyu gaya ng sinasabing temporary special arrangements, at new model ng kasunduan sa West Philippines Sea.

“lalabas ‘to next week lahat, lahat siguro nung mga concerns questions saka actually I can even dim the the report as hearsay kasi wala namang legal basis. So lalabas to lahat next week meron po tayong hearing on this this issue,” paghahayag ni Ortega.

Sabi naman ni Deputy Speaker David Suarez, na ang House Committee on National Defense and Security ang mangunguna sa imbestigasyon na layong bigyang linaw ang nilalaman ng gentleman’s agreement.

Katunayan, kasama rin sa gustong masagot ng mambabatas ay kung bakit mayroon na ring presensya ng China sa Pacific Ocean, sa bahagi ng Catanduanes, habang patuloy nilang inaangkin din ang West Philippine Sea.

So ang bigger question is, ano ang ginagawa nila dito? So tama po iyong sinabi ni Cong. Pao Ortega, the Committee on National Defense will be conducting its briefing and hearing this week and next week and a lot of the questions and a lot of the concerns raised would be properly addressed.” pagbabahagi ni Suarez

Muli naman iginiit ng iba pang kongresista na walang halaga ang naturang kasunduan dahil sa pagiging unconstitutional.

Paliwanag ni Manila Rep. Joel Chua, malinaw sa konstitusyon na anumang kasunduang papasukin ng pamahalaan ay dapat nakalapat sa papel bilang isang treaty at pagtitibayin ng Senado, bagay na hindi nangyari sa naturang gentleman’s agreement.

“ito po ay illegal at unconstitutional dahil kung meron po talagang kasunduan na ganito na hindi po dumaan sa Senado or hindi sinang-ayunan ng Senado—kasi iyon po ang nakalagay sa ating konstitusyon kailangan it should be concurred by two-third votes of the Senate— So, kung sila-sila lang po ang nag-usap tingin ko po eh meron pong constitutional issue dito, this is unconstitutional and void.” Ani Chua

Sinang-ayunan naman ni Ako Bicol party-list Rep. Jil Bongalon ang pahayag ni dating Supreme Court Senior Associate Antonio Carpio, na maituturing itong gross inexcusable negligence at evident bad faith dahil sa sila-sila lang ang nakakaalam sa naturang kasunduan.

“..bakit po ito may serious implications? Unang-una, ito pong arrangement na ito ay sila lang po ang nakakaalam as to the details of which the Senate, the Congress and the Filipino people were not properly informed, kung ano po iyong detalye ng kanilang arrangement…and I fully also agreewith the statements made by former Senior Associate Justice Antonio Carpio that it amounts to gross inexcusable negligence, and it is also tainted with evident bad faith. So bakit gross in inexcusable negligence? Dahil, it violated the constitution na dapat ito po ay embodied in a treaty and ratified by the Senate. Bakit naman po ito merong evident bad faith? Sila lang po ang nakaalam, we are not properly informed. Kawawa naman po yung mga mangingisda doon sa affected area kaya nga tawag ko dito shoal na lang hindi na Panatag.” Sabi ni Bongalon. | ulat ni Kathleen Forbes
