Kailangang pag-aralang mabuti ng pamahalaan ang plano na payagan muling makapag-buy and sell ng bigas ang National Food Authority (NFA).

Ayon kay Senador Sonny Angara, dapat maging maingat sa panukala at ipinaalala rin ng senador kung paanong nabalot ng korapsyon ang ahensya noong mayroon pa silang awtoridad na bumili at mag-angkat ng bigas.

Sinabi ng senador na maaaring maghanap na lang ng ibang paraan ang gobyerno na mapababa ang presyo ng bigas sa mga pamilihan.

Nagpahayag rin ng agam-agam si Senador Nancy Binay sa panukalang ito.
