Aaralin ng House prosecution panel ang suhestiyon ni Senator-judge Panfilo Lacson na magharap ng testigong may sapat na kaalaman sa aktuwal na paggamit ng intelligence at confidential funds sa impeachment trial ni Vice President Sara Duterte.
Ayon kay House prosecutor Lorenz Defensor, titimbangin muna nila kung makatutulong ang naturang testigo sa pagpapatibay ng kaso ng prosekusyon.
Gayunman, sinabi niyang hindi layunin ng prosekusyon na ikumpara ang Office of the Vice President at Department of Education sa ibang ahensiyang gumagamit ng confidential at intelligence funds.
Binigyang-diin ni lead prosecutor Gerville Luistro na nakatuon ang Article 1 ng impeachment complaint sa kung wasto bang nagamit, na-liquidate at naipaliwanag ang ₱612.5 milyong confidential funds.
Aniya, hindi kinukuwestiyon ng reklamo kung dapat bang tumanggap ng confidential funds ang OVP at DepEd, kundi kung tama ang paggamit at pagli-liquidate ng naturang pondo.
“Kasi ang ating allegation is confined only on nagamit ba nang tama, nawala ba, tama ba ‘yung mga requirements na ipinasa for purposes of liquidation…It does not match on the proprietary on having this confidential fund of the agencies mentioned. Which are the Department of Education and Office of the Vice President,” sabi ni Luistro
Dagdag ni Defensor, nais lamang patunayan ng prosekusyon ang umano’y maling paggamit ng confidential at intelligence funds.
Ayon pa sa kanya, ito ang nais nilang patunayang bumubuo sa alegasyon ng betrayal of public trust at culpable violation of the Constitution laban kay Vice President Duterte.
“Ang gusto naming patunayan ay maling paggamit o misuse ng confidential and intelligence funds. So let’s stick to OVP and DepEd because we want to prove misuse of confidential and intelligence fund that will constitute betrayal of public trust and culpable violation of the constitution,” ani Defensor.
