Nanawagan si Camarines Sur Rep. LRay Villafuerte sa mga kasamahang mambabatas na sana’y aksyunan ang inihaing House Bill 8101 o Unified Corrections and Jail Management System Act.
Layon nito na itatag ang National Commission on Corrections and Jail Management (NCCJM) na siyang mangangasiwa sa lahat ng kulungan sa bansa.
Papalitan nito ang Bureau of Corrections (BuCor) at Bureau of Jail Management and Penology (BJMP).
“This proposed Commission shall be an independent and autonomous authority envisioned to carry out a unified corrections and jail management system for all PDLs (persons deprived of liberty) and detainees, including the implementation of customary and reformary mandates for all detained persons, regionalization and upgrading of prison facilities and equipment, and professionalization of its officials and employees,” sabi ni Villafuerte.
Giit niya dahil sa fragmented o watak-watak ang jail mangement sa bansa ay hindi ganoon kaayos ang pamamahala sa mga piitan na nauuwi pa sa overcrowding at hindi nagiging conducive para sa tuluyang reformation o pagbabagong buhay ng mga PDL.
Hindi naman saklaw ng panukala ang mga detention center at lock-up cell sa ilalim ng Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Boys Town, Girls Center, at mga youth rehabilitation center. | ulat ni Kathleen Forbes
