Pinasisilip ngayon sa Kamara ang kontratang pinasok ng Philippine Charity Sweepstakes Office (PCSO) kasama ang Pacific Online Systems Corporation na siyang e-lotto operator.
Sa House Resolution 1547 na inihain ni Surigao del Norte Rep. Robert Ace Barbers, tinukoy nito ang lumalaking interes na imbestigahan ang kontrata ng PCSO para sa e-lotto matapos tamaan ang P640 million jackpot prize ng SuperLotto 6/49 noong January 16.
Ayon kay Barbers, hindi dumaan ang kasunduan ng PCSO at Pacific Online para sa isang taong trial run ng web-based application sa Office of the Government Corporate Counsel (OGCC)
Ang House Committee on Public Accounts ang hiniling na magsagawa ng imbestigasyon.
“The purpose of the investigation is to find out the reasons for the findings of the OGCC and the reasons why the PCSO GM disregarded such findings, to the great disadvantage of the government,” ayon pa kay Barbers.
Kasabay nito, nanawagan na rin si Cagayan de Oro City 2nd District Rep. Rufus Rodriguez para sa pagbibitiw ni PCSO General Manager Mel Robles.
Ito aniya ay dahil sa kabiguan ng opisyal na protektahan ang mga kabataan mula sa e-lotto o online lotto.
“It is accessible to anyone, even to young children whose welfare might be affected. It exposes them to the evils of gambling and erodes moral values,” saad niya.
Kinuwestyon din ni Rodriguez kung bakit tinuloy ang e-lotto test run sa kabila ng rekomendasyon ng OGCC na kumuha muna ng pag-sangayon mula sa Office of the President gayundin ay limitahain ang dry-run sa anim na buwan lang.
Dapat ay pagtuunan na lamang aniya ng pansin ng PCSO ang charity work nito mula sa tradisyunal na revenue-raising projects kaysa isulong ang dagdag na pamamaraan ng pagsusugal. | ulat ni Kathleen Forbes
