Maternity cash benefits para sa mga kababaihang nagtatrabaho sa informal sector, ipinapanukala

Ipinapanukala ni Bicol Saro Party-list Rep. Brian Yamsuan ang pagbibigay ng maternity cash grant benefit para sa mga kababaihan na nagtatrabaho sa informal economy at hindi miyembro ng Social Security System (SSS).

Sa kaniyang House Bill 10070, binigyang diin ni Yamsuan na dahil sa nasa informal sector ang mga kababaihan lalo na ang nanay ay wala silang anomang social benefit.

Limitado lamang kasi aniya ang maternity leave at benefits sa mga miyembro ng SSS kaya naman napipilitan silang magpatuloy sa pagtatrabaho habang nagpapalakas matapos manganak.

“The eligibility for maternity leave and benefits under our laws is limited to those who are SSS members, thus excluding a considerable number of Filipino women workers who are non-members. This measure aims to address this gap,” sabi ni Yamsuan.

Sa ilalim ng panukala, ang mga kababaihang nagtatrabaho na hindi voluntary o regular SSS member ay makakatanggap ng one-time direct maternity cash benefit mula DSWD.

Ang halaga nito ay katumbas ng 22 araw ng umiiral na minimum wage rate sa kaniyang rehiyon.

Kaya naman ang isang manggagawa sa informal sector sa Metro Manila ay makakatanggap ng P13,420 mula sa DSWD.

Ipinapanukala na kunin ito mula sa kita sa excise tax na makokolekta mula sa matatamis at nakalalasing na inumin, tobacco products at vapor products, at kung kinakailangan ay kukuha sa pambansang pondo pandagdag.
