Pagpapatigil sa pagbabayad ng pensyon ng mga retiradong miyembro ng PNP, pinapaimbestigahan ng House leadership

Naghain ng resolusyon ang liderato ng Kamara sa pangunguna ni Speaker Martin Romualdez upang silipin ang pagpapahinto ng pagbabayad sa pensyon ng daang mga retiradong pulis.

Sa ilalim ng House Resolution 1756, pinapasilip ang naging resulta ng Audit Observation Memorandum (AOM) 2023-001 ng Commission on Audit (COA) na inilabas noong January 18, 2023.

Igingiit kasi dito, na entitled sa retirement benefits ang PNP retiree na 56 taong gulang at may hindi bababa sa 20 taong aktibong serbisyo.

Habang kung mas mababa sa 20 taon ang serbisyo ay bibigyan ng retirement gratuity pero wala nang pension benefits. 

Dahil dito, inirekomenda ng COA ang pagpapatigil sa pagbabayad ng pension benefits ng mga pensyonado na mas maikli sa 20 taon ang serbisyo at bawiin ang sinasabing overpayment sa unqualified pensioners.

Nanindigan naman ang PNP, na taliwas ito sa Resolution 8 ng Board of Officers noon pang 1992 na nagtatakda ng retirement and separation benefit system ng PNP personnel

“In the light of its legal/audit position, COA reviewed the list of PNP pensioners as of September 22, 2022 and observed that out of 5,442 validated retirees, 19 had rendered less than twenty (20) years of active service of which, five (5) allegedly were overpaid in terms of pension benefits in 2022. To make matters worse, the COA has noted that in the previous year it has also observed that 271 pensioners have rendered less than 20 years of active service,” HR No.1756 further stated. 

Para naman malinawan sa sitwasyon at makapaglatag ng angkop na remedyo para sa kapakanan ng mga retiradong pulis at ng katatagan ng pension fund ay isinusulong ang pagkakaroon ng inquiry in aid of legisalation.

“The lack of clarity or indubitable guidance in the law requires Congress to step into the controversy possibly by way of remedial or curative legislation to address the laudable purposes of according humanitarian consideration to our police retirees who are now in the twilight of their lives while at the same time preserving the integrity and financial stability of our pension fund,” sabi pa sa resolusyon.
