
A new chapter in the longstanding diplomatic relations between the Philippines and Cambodia with the signing of a Memorandum of Understanding (MOU) in the fields of Information and Communications Technology and Government Digital Transformation. Signed by Department of Information and Communications Technology Secretary Ivan John E. Uy and Minister of Post and Telecommunications Chea Vandeth, the agreement solidifies both nations’ commitment to advancing digital governance and transforming public service delivery. The ceremonial exchange of the MOU was held on 11 February 2025 and witnessed by President Ferdinand R. Marcos, Jr. and Cambodian Prime Minister Hun Manet.
“This enables us to undertake mutually beneficial initiatives, such as sharing of technical expertise, common promotion of ICT projects, and organizing capacity-building engagements,” President Marcos, Jr. highlighted.
The signed MOU paves the way for both nations to exchange knowledge and best practices in digital transformation, focusing on platforms like the Philippines’ eGovPH app and Cambodia’s Verify.gov.kh. The agreement also promotes ICT project collaboration, facilitates enterprise development, and supports the conduct of consultations and capacity-building initiatives in both nations.
“This agreement reflects our shared commitment to leveraging innovation for the benefit of our constituents. By working together, we are not just enhancing digital governance; we are shaping a future where innovation drives inclusive progress and a truly interconnected ASEAN,” Secretary Uy remarked.
The signed MOU presentation follows the productive talks between Secretary Uy and Minister Vandeth, where they focused on the significant progress of the eGovPH app and the Verify platform’s digital technology transfer. The locally-developed eGovPH app marks a groundbreaking achievement. This pioneering initiative by the DICT has set a new precedent, opening doors for countries in Asia and even Africa to explore how the Philippines successfully implemented it. The DICT’s digitalization efforts have transformed the ICT landscape, positioning the Philippines as a model of innovation and a leader for other nations to follow.
Other significant agreements that were presented during the ceremony included an Agreement for the Elimination of Double Taxation, MOUs on Agricultural and Agribusiness Cooperation, Technical Vocational Education and Training, Implementation of Competition Law, and the Prevention of Looting and Illicit Trafficking of Cultural Property. Additionally, a Memorandum of Intent on Investment Promotion was presented.
Anchored on President Marcos, Jr.’s vision of a digitally empowered nation, the Philippines continues to strengthen international partnership that drive innovation and growth. Through the leadership of Secretary Uy, DICT has spearheaded initiatives that enhance connectivity, cybersecurity, and digital governance, positioning the country as a regional leader in digital transformation.
