Nagpaalala si Ways and Means Committee Chair Joey Salceda na hindi maaaring magpadalosdalos sa panukala na suspindihin ang pagpapataw ng fuel excise tax.
Punto ni Salceda kailangan pangalagaan ng bansa ang ating fiscal credibility.
“Let us exhaust all measures before we touch our taxes — which is the lifeblood of the state,” diin ng economist-solon.
Aniya noong 18th Congress ay mayroon na siyang nabuong ‘formula’ hinggil sa fuel excise tax adjustment.
Dito, babawasan ng P3 ang excise tax kung ang presyo ay aabot ng higit sa USD 80 kada bariles sa loob ng tatlong buwan gamit ang average Means of Platts Singapore at kung mas mababa naman sa USD 45 ang presyuhan ay tataasan ng P2.
Ang mga sobrang kita naman sa panahon ng mababang presyo ay maaaring gamitin pampondo sa fuel subsidy na ipagkakaloob sa apektadong sektor kapag nagkaroon ng price hike.
“I have a formula proposed in the 18th Congress: reduce the excise tax by P3 when the, and increase the tax by P2 when the price is below USD 45. The additional revenues during periods of low prices can be used for fuel subsidies when prices are high. The leadership is studying this approach. A highly volatile and socially sensitive commodity should not have such an inflexible tax regime.” sabi ni Salceda.
Tinukoy din ng Albay solon na mayroong P9 billion na sobrang kita mula sa VAT na magagamit para sa fuel discount ng mga magsasaka, mangingisda at transport sector.
Maaari din aniya bawasan ang bioethanol requirement mula 10 percent at gawing 5 percent para mabawasan ang pump price na magreresulta ng P3.1 kada litro.| ulat ni Kathleen Jean Forbes
