Nagpanukala ang Department of Budget and Management (DBM) ng halos P229 million sa ilalim ng proposed Fiscal Year (FY) 2027 National Expenditure Program (NEP) para sa Electric Vehicle Industry Development Program (EVIDP)—mahigit pitong beses na mas mataas sa P32.46-million allocation nito sa ilalim ng FY 2026 General Appropriations Act (GAA).
Ang proposed P228.92-million na pondo ay 605.17 percent na mas mataas kumpara sa budget nito ngayong taon. Gagamitin ito para suportahan ang Electric Vehicle Infrastructure Scoping, Implementation and Operationalization in Selected Government Offices (EVision) Project, pati ang pagtatayo ng Electric Vehicle Charging System Testing Facility.
Makakatulong ang mas malaking investment na ito sa pagbuo ng infrastructure na kailangan para gawing mas accessible, convenient, at practical ang paggamit ng electric vehicles sa government operations. Kabilang dito ang pagpapalawak ng charging facilities sa piling government offices at pagpapalakas ng kakayahan ng gobyerno na mag-test ng EV charging systems.
Sa pamamagitan ng mga investment na ito, mas masusuportahan ang mas malawak na paggamit ng EVs at ang paglipat ng gobyerno sa cleaner mobility—para sa mas kaunting usok sa mga kalsada at mas malinis na transportasyon para sa mga Pilipino.
Alinsunod ang panukalang investment na ito sa clean-energy agenda ni Pangulong Ferdinand R. Marcos Jr., na binigyang-diin niya sa kanyang 2026 State of the Nation Address (SONA).
“Consistent with our clean energy drive, we have encouraged the adoption of electric vehicles. We have removed all tariffs on EVs until 2028 to bring down market prices, and government has also been mandated to prioritize electric vehicles in their refleeting plans,” pahayag ng Pangulo.
Bahagi ang EV program ng proposed P5.58-billion budget para sa Department of Energy (DOE) sa 2027. Mas mataas ito ng 25.74 percent kumpara sa P4.43-billion allocation nito sa ilalim ng FY 2026 GAA.
Ayon kay DBM Acting Secretary Kim Robert C. De Leon, ipinapakita ng proposed budget ang patuloy na investment ng gobyerno sa mas secure at sustainable na energy sector habang sinusuportahan ang transition sa cleaner technologies.
“A secure, reliable, and sustainable energy sector is essential to economic growth and improving the quality of life of every Filipino. Accordingly, the proposed FY 2027 budget invests in projects that strengthen the country’s energy security while expanding access to electricity and supporting the transition to cleaner energy technologies,” saad ni Acting Secretary De Leon.
Bukod sa cleaner mobility, pinalalakas din ng proposed FY 2027 DOE budget ang kakayahan ng bansa na mag-develop ng indigenous energy resources.
Kabuuang P1.36 billion ang proposed funding para sa Philippine Gradiometry and Seismic Survey Project, mahigit doble sa P627.50-million allocation nito sa ilalim ng FY 2026 GAA.
Sinusuportahan ng proyekto ang pagtuklas at pag-assess ng mga potensyal na indigenous energy resources ng bansa. Makakatulong ang impormasyong makukuha rito sa pagbuo ng mga lokal na pinagkukunan ng enerhiya at sa pagbawas ng pagdepende ng bansa sa imported energy.
Sa pamamagitan ng mas malaking investment sa electric mobility at domestic energy development, sinusuportahan ng proposed FY 2027 DOE budget ang transition sa cleaner transport technologies habang pinalalakas ang long-term energy security ng bansa. | Press Release from the Department of Budget and Management
