Members of several homeowners associations (HOAs) in Pampanga and Bataan expressed gratitude to President Ferdinand R. Marcos Jr. and the Department of Human Settlements and Urban Development (DHSUD) on Thursday after receiving their individual Transfer Certificates of Title (TCTs) for their lots — providing families with long-awaited security of land ownership.
The awarding of TCTs, under the Enhanced Community Mortgage Program (ECMP), forms part of the sustained nationwide implementation of the flagship Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which seeks to provide Filipino families with secure and dignified housing opportunities. The program continues to expand access to land tenure and housing security for communities across the country.
The awarding ceremony was led by DHSUD Secretary Jose Ramon Aliling, Senior Undersecretary Eduardo Robles Jr., SHFC President and CEO Federico Laxa and other housing officials.
A total of 342 beneficiary families received their land titles during the activity at the Sta. Rita, Pampanga covered court. These include 116 families from Virgen Delos Remedios Homeowners Association Phase I and 199 families from Virgen Delos Remedios Homeowners Association Phase II, both located in Sta. Rita, Pampanga.
Also receiving titles were 13 families from St. Rosary Village Homeowners Association in the City of San Fernando, Pampanga; 9 from Bagong Diwa Homeowners Association in Pampanga; and five from Bataan Holy Land Homeowners Association in Bataan.
The beneficiaries recognized the continued efforts of the Marcos Jr. administration in advancing housing and land tenure programs that improve the lives of ordinary Filipinos.
For Elizabeth Soliman, President of Virgen Delos Remedios HOA I, the housing initiative represents the fulfillment of a long-awaited aspiration for many underprivileged families.
“Sa awa na po ng Diyos ayon nasakatuparan na yung dahil sa pabahay na ‘to na ginagawa ng ating Presidente na si Bongbong Marcos, sa tulong ng ibang ahensya ng pabahay, marami pong mahihirap na nagkakaroon ng lupa, ng bahay para matuluyan,” she said.
Meanwhile, Fe Senseng of Virgen Delos Remedios HOA Phase II emphasized that the awarded property provides more than ownership of land, but also long-term security for beneficiaries and their families. She described homeownership as a valuable source of protection and stability, adding that having a home is among the greatest assets a family can possess.
“Hindi lang siya basta lupa, meron kaming panghawakan na seguridad hanggang sa mga magiging anak namin….isa itong proteksyon mo sa lahat na anuman ang mangyari sayo may sisilungan ka… Kasi sa buhay ng tao, talagang isang kayamanan na may tahanan ka,” she said.
For her part, Corazon De Asis of Virgen Delos Remedios HOA Phase II, the awarding reflects a meaningful opportunity for families who previously had no land of their own. She expressed gratitude to President Marcos Jr. for extending housing assistance to low-income families, including those who had long relied on rental arrangements and are now given the chance to secure permanent homes.
“Maraming salamat po sa pabahay na…pinagkaloob ninyo. Marami pong mahihirap na walang lupa ang nabigyan ng pagkakataon na magkaroon ng lupa. Yung mga yung mga nagre-rent, nabigyan sila ng pagkakataon. Kaya maraming maraming salamat po,” she said.
Jay Ann Panganiban of Virgen Delos Remedios HOA Phase I recalled the challenges endured by residents over the years, including fears of displacement and living in flood-prone areas near rivers. She shared that receiving their land titles brings a profound sense of relief and fulfillment after more than two decades of waiting, as beneficiaries finally gain security and ownership of a safer place to call home.
“Malaking pasasalamat namin… madugo talaga yung pinagdaanan namin kasi sa isip naming lahat mapapaalis kami… kasi may bahay na kami yung dating tinitirhan namin bahain lang… tapos tabi pa kami ng mga ilog pero dito….hindi ka babahain kahit na ilang buwan pa yung ulan na ‘yon. Masayang-masaya…malaking pasasalamat namin lalo sa Panginoon… sa tagal na namin 25 years… ngayon mahahawakan namin yung title namin,” she said.
Likewise, Kim Omar Canare of Bataan Holyland HOA described the awarding as a meaningful beginning for beneficiaries as they establish their own homes and pursue better economic opportunities.
He noted that having a land title serves not only as proof of ownership but it brings stability, while expressing appreciation to President Marcos Jr. for helping more Filipinos achieve the dream of having a home of their own.
“Syempre masaya… ito na ‘yung pasimulang tirahan kumbaga magsisimula na kaming magnegosyo…Masasabi mong may hawak ka nang title… may sarili ka nang bahay. Maraming salamat kay Pangulong Marcos dahil binigyan niya yung lahat ng bawat Pilipino na magkaroon ng sariling bahay,” he said
