Nagbabala si Bukidnon 3rd District Representative Audrey Zubiri sa posibleng epekto sa mga magsasaka at konsyumer ng panukalang pagtataas ng buwis sa asukal at mga pampatamis.
Sa joint hearing ng House Committees on Ways and Means at Health, iginiit ni Zubiri na kailangang timbangin ang layunin ng pamahalaan na isulong ang mas masustansyang pagkain at ang pangangalaga sa domestic sugar industry.
Ayon kay Zubiri, maaaring tumaas ang production cost ng mga negosyong gumagamit ng asukal at sweeteners, na posibleng maipasa sa mga konsyumer sa pamamagitan ng mas mataas na presyo.
Kinuwestyon din niya ang pagtatakda ng magkaparehong tax treatment sa lokal na asukal at artificial sweeteners, dahil aniya maaaring mahikayat nito ang mga manufacturer na gumamit ng imported artificial sweeteners.
Binigyang-diin ni Zubiri na mahalaga ang public health, pero hindi dapat isakripisyo ang kabuhayan ng mga magsasaka at lokal na industriya.
Ilang panukalang batas ang naglalayong itaas mula sa P20 kada litro ang excise tax sa caloric at non-caloric sweetened beverages mula sa P6, habang P40 kada litro naman ang iminungkahing buwis sa high-fructose corn syrup.
“Looking at the possible impact of this measure on a macroscale, we could be affecting a major industry that supports more than five million farmers, while potentially benefiting a massive foreign company that imports sugar…I am in favor of healthier options, health is our priority. There’s no doubt about it. However, we can’t kill an industry in our quest to making our country healthier,” diin ni Zubiri.
